Please explain! What are these two worksheets suppose to mean?

The Investigations worksheet is a simple, rote addition of 10 to multiples of 10 to 90. The French worksheet is a much more challenging addition of numbers that sum to different powers of ten, with directions to color different sums in different colors (in a way that helps keep many children engaged)--very similar to a several 3rd grade Singapore Math worksheets.
